The Virginia City–Oceanside County Boundary Negotiations*

Introduction

Every case involving a policy issue of any scope in public administration is unique or has highly distinctive features, and the Virginia City-Oceanside County annexation-immunity case is illustrative of this principle.1 Although the history of events in the case fit rather nicely the five-stage model of negotiations introduced in chapter 1—and for this reason we will use this model as a framework for presenting this case—the reader will see in it a number of novel and interesting aspects.

The reader will see one such aspect in the fifth stage or agreement phase, which in this case was particularly delicate and tricky. The mediator in the case played a more pivotal role than usual in bringing about the agreement that was ultimately reached. All in all, this case is perhaps an unusually good example of the many ways that mediators can have an impact upon intergovernmental disputes.
